Winnipeg Employment Center

This evening as I was walking home from an interview on York Avenue as I passed the Winnipeg Employment Centre the first thing I noticed was someone had neglected to water the plants on the front of the building some are doing ok some others are in distress and a couple have dried up, for a government building you would think that it would be taken care of.
As I came closer to the main entrance I noticed the disgusting cigarette buds thrown on the sidewalk and on the raised landscape of the building, why this is allowed to go unchecked or taken care of I can’t understand why you can’t control the entrance to your building by either stopping people from smoking outside the door or install a cigarette ashtray so that smokers can at least have a place to butt out.
